I would say Maggie. Julia was a murderer, Angela was a conniving controller, Melissa although she loved Joseph she would have thrown him under a moving bus to get Falcon Crest and Pilar...well she is Pilar..I hated Pilar because she was supposed to be a replacement for Melissa and no one replaces Melissa. So my answer...Maggie was a better Mother.
